Minimal change to get docker working alongside local databases, on Linux
where more of the database ports are claimed, using docker networks.
Users will still need to comment or remove the conflicting ports, we may
tweak this later.
Add a warning note to docker docs to inform users about the need to use
sudo in some cases, along with how to make that work with our usage of
${HOME}.
Switch to using non standard ports selected from within the
non-reservable "Private or Ephemeral" range 49152-65535. This should
reduce conflicts on start up but will require users to specify the port
when using the within docker MySQL or PostgreSQL.
