0.3.0 was published by hand to bootstrap @openwaters/chs-constituents, since npm cannot configure a trusted publisher for a package that does not exist yet. This release is the first to go out through publish.yml over OIDC, with provenance attached.
The package moved from @sailingnaturali/chs-constituents in #13, along with its shared registry dependency, now @openwaters/station-metadata.
