Python 3.14 support and NumPy 2 compatibility.

Changes

• Python: supports 3.10–3.14 (was 3.9–3.12). Python 3.9 is no longer supported.
• NumPy: >=1.26,<3 (was ^1.18); works with NumPy 1.26 and 2.x.
• Fix: slices no longer imports the removed numpy.lib.index_tricks module.
• Dev tooling: all dev and docs dependencies upgraded to current releases; lock regenerated with Poetry 2.5.
• CI: tests run on Python 3.10, 3.11, 3.12, 3.13 and 3.14; release workflows use actions/download-artifact@v4.
