v2.46.0 — RFC 0242: a negotiation record says what was asked for, and an inbound negotiation has a home

Suite and spec-artifacts 2.46.0. negotiation.decided gains an optional requested, so a downgrade reads as accepted with version ≠ requested. A runless (inbound A2A or MCP) negotiation is the durable host event negotiation.decided, which a host serving either protocol inbound MUST list. A minor: host-event.schema.json gains a cross-file $ref (COMPATIBILITY.md §2.1). New scenario v2-negotiation-decided-inbound (five legs) plus two requested legs.
