• keep untargeted resolution moving toward the configured goal without selecting maintenance, correction, abandonment, or satisfied transitions
• expose Autoplan, Run, and Update as three distinct skills across Codex, Claude Code, Gemini CLI, and Cursor
• project installation and update skills from one authority-preserving renderer with checksum ownership and fail-closed collision handling
