The sync-upstream run for the converter merge refused correctly: projected surface changes require a new append-only release note (
BLOCKED: projected changes require a release note in release-notes/). This adds the note covering the IR + four-SDK + conformance release andconvert-skill.labkit release-notes preflight: PASS. Merging this re-triggers the sync, which should now open and auto-merge the public sync PR — the final link of the end-to-end verification.
