This release is minor rather than patch for one reason: the managed-block
change below makes quest agents --check report drift (exit 6) against every
existing block until quest agents --update-instructions rewrites it. No command,
flag, envelope or exit code changed. Apart from the two version constants, the
only source file changed since 0.9.0 is src/application/agents/agent-instructions.ts
(QCLI-365).

  • The managed agent-instructions block now routes a reader to the guides
    instead of back to itself
    (QCLI-362, from opum-agent's OPAG-378 audit).
    It used to call quest instructions --json "the current versioned
    protocol", but that command returns this same block. The block now names
    quest instructions --list and when to read each guide (overview,
    task-creation, task-execution, task-finalization, workspace), along
    with quest search and quest help <command>. It spells out the actor
    flags for a person and for a delegated agent (--actor, --actor-kind,
    --accountable-human), where it used to say only that a declaration is
    required. The Backlog.md cutover recipe is gone from the block; the
    workspace guide still carries it. quest agents --check reports every
    existing block as drift (exit 6) until it is regenerated with
    quest agents --update-instructions. That is a real content change, not a
    version-only difference, so it is not exempt.
