Hi @telake ,I'm from the OGHO team, we're working on cleaning Oracle GitHub Enterprise organizations of inactive repositories, as well as aligning active repositories with requirements. This PR adds SECURITY.md , CONTRIBUTING.md files (recommended by Global Product Security Team) to the repo and the references to these files to the README.md |

According to OGHO requirements all Oracle GitHub Enterprise repos should have SECURITY.md, LICENSE.txt, CONTRIBUTIND.md and README.md files.
