Add reservedIps to NetworkLoadBalancer spec

What would you like to be added:
The creation of a NetworkLoadBalancer (NLB) should support the ability to assign a reserved IP address

Why is this needed:
This will give users the ability to provide an existing, known, ip address to their NLB.
