localdev.md instructions do not work

a few issues....

• "Setup Steps" has two "step 2"s

• Download file location of "/grabdish_state.tgz" is wrong as the file is "/grabdish-state.tgz" (ie dash not underscore) and only "grabdish_state.tgz" (without "~/" prefix) worked for me

• Step 5 "source /Users/rexley/Documents/GitHub/microservices-datadriven/grabdish/env.sh" only works if you are actually in the "grabdish" directory otherwise "env.sh:source:47: no such file or directory: /Users/[...]/grabdish_state/utils/state-functions.sh" is encountered

• Step 6 "oci ce cluster create-kubeconfig" gives "UsageError: Parameter --cluster-id cannot be whitespace or empty string"

this is related to allow ./build.sh , ./deploy.sh , etc. to work outside ws/cloudshell env #87

despite doing a source env.sh , ./deploy.sh also does not work due to...
./deploy.sh: line 19: sed_i: command not found
