revisit Mercurial revision range use for history operations

Is your feature request related to a problem? Please describe.
In the past we had to disable revision filtering done in Mercurial due to bug https://bz.mercurial-scm.org/show_bug.cgi?id=4959.The original problem seems to be partially fixed so it is time to revisit this.

See if we can use revision filtering once again.
