Assign private IPs for master instances during instance creation #137
Description
As we plan to leverage a software load balancer for the master api server. we need a way we can specify the private ip during the instance creation so that it gets the same ip even if we taint/apply again. https://github.com/oracle/terraform-provider-oci/blob/master/docs/datasources/core/vnic.md
