fix: edit image name (#26)

### TL;DR

Updated Docker image name from `catalyst-adapter-base` to `catalyst-linebot` in the GitHub workflow.

Changed the `IMAGE_NAME` environment variable in the `build-image.yml` workflow file from `catalyst-adapter-base` to `catalyst-linebot`. Also standardized the tag pattern format with consistent quote style.

1. Verify that the workflow runs correctly when a new tag is pushed
2. Confirm that the Docker image is published to the GitHub Container Registry with the new name `catalyst-linebot`

### Why make this change?

The image name needed to be updated to better reflect the specific purpose of this container as a Line Bot implementation rather than a generic adapter base. This ensures clearer identification of the image in the container registry.
