Pins Linux release builds to Ubuntu 22.04 so the binaries remain compatible with the Debian Bookworm runtime (glibc 2.36), and bumps the prerelease to v0.7.0-rc.2 after RC.1 failed its amd64 image smoke on GLIBC_2.38. Validated with actionlint and git diff --check; the release smoke executes the built image before manifest publication.
