CI: macos-13 -> macos-15-intel (macos-13 is fully deprecated) Confirmed, not guessed: macos-13 was deprecated by GitHub on 2025-09-22 and fully unsupported by 2025-12-08 (github.blog/changelog/2025-09-19-github-actions-macos-13-runner-image-is-closing-down). That's why it queued for 24h with zero runner ever assigned in both recent runs — there was no capacity to assign, permanently, not a transient shortage. macos-15-intel is GitHub's documented replacement for Intel Mac builds, supported until 2027-08.

CI: bound every release job to 60 minutes A macos-13 (Intel) run was observed queued for a full 24h with no runner ever assigned (steps: [] in the job API — GitHub had no capacity, not a build failure) before being auto-cancelled, and a separate run needed a manual cancel at 38 minutes for the same reason. fail-fast: false already means one stuck platform doesn't block the others from building and publishing, so this only bounds the wasted time and makes a repeat fail loudly instead of silently eating a day.
