Standalone command line tools needed?

Description of issue

Im installing homebrew on a fresh Mac. I have installed Xcode already, which comes bundled with Xcode command line tools. Why does homebrew require me to install the standalone command line tools?

I am aware of the location difference
Xcode bundle: /Applications/Xcode.app/Contents/Developer
standalone: /Library/Developer/CommandLineTools

But after checking I found that all the tools required are available, so in the end you force users who already have installed the Xcode IDE a duplicate toolset. Isn't this weird?
