Unable to launch px submission tool vs 2.11.5

I am getting the following error when trying to launch the latest version of the submission tool, any assistance would be appreciated. 2.11.4 seems to work - but I am having a separate issue where the checksumming freezes at 14% so that using the latest version might solve this issue?
