Refarch Documentation issue: Step 6 requires Organization but comes before Step 8

Hi Cloud Posse team,

While following this guide:
https://docs.cloudposse.com/layers/accounts/prepare-aws-organization/#create-the-aws-organization

I noticed a sequencing issue:

• Step 6: Enable Centralized Root Access
• Step 8: Create the AWS Organization

In AWS, you cannot enable Centralized Root Access before an Organization exists. The console explicitly requires the account to already be part of an Organization, so Step 6 cannot be completed at that point.

Suggestion:

• Move Step 6 after Step 8, or
• Add a note clarifying that this step depends on having an Organization already created

This caused confusion when following the guide step-by-step.
