Firstly, what is the duration of the free trial? How many times do you try it out per month? Or how many times can each account be used at most? |

In our case Github Actions started working in ~3 hours after the successful payment (which was forced by re-adding the same credit card details). Maybe, opening the Support ticket did help, though, I've never received any response to it and just closed when things got fixed. Imho, that's a shame Github can't add the "re-charge" button for emergency cases and are blocking work of teams who did not notice the payment issue (which is quite common if it's managed by different independent teams/departments, especially if it happens during the weekends). That's the common problem which causes disruptions and has been reported multiple times for many years. |
