This looks like it could be a client-side navigation glitch — when you create an issue, GitHub updates the URL without a full page reload, and the tab highlight sometimes doesn't refresh along with it.
A couple of things that would help pin this down:

Which browser and OS are you using?
Does a hard refresh (Ctrl+Shift+R on Windows/Linux, Cmd+Shift+R on Mac) fix the highlight once you're on the new issue page?
Could you share a link or screenshot of where this happened?

If the hard refresh fixes it, that confirms it's just a UI state bug and not a deeper routing issue.
