Actions artifact quota remains blocked after cleanup and recalculation window

Hello GitHub Actions team,

Artifact uploads for my personal GitHub Free account (stamplace) remain blocked with:

Failed to CreateArtifact: Artifact storage quota has been hit. Unable to upload any new artifacts. Usage is recalculated every 6-12 hours.

The workflow itself succeeds through checkout, security checks, Gradle setup, Android signing, APK build, and APK preparation. Only actions/upload-artifact@v4 fails.

I have already completed a substantial cleanup and waited beyond the documented recalculation window:

• Current active artifacts across all accessible repositories: approximately 130.9 MiB
• Active artifacts in the affected repository: 5 artifacts, approximately 47.1 MiB
• Actions caches: none
• GitHub Packages: none
• Repository source size: approximately 2.8 MiB
• Artifact retention for new builds: 7 days
• Billing usage API reports $0 net Actions usage
• Hundreds of old artifacts were deleted, including all generated artifacts from a separate Flutter repository

I waited more than 12 hours after cleanup and reran the failed job multiple times. The quota error still persists, while GitHub Status reports Actions as operational.

Could GitHub please refresh/recalculate the artifact storage allocation for account stamplace, or identify any hidden storage allocation that is still preventing artifact creation?

I can provide the private repository, workflow run, job ID, and billing API output privately to GitHub staff if required.
