I cannot find an easy way to create labels.

Please note that:

• The "new label" button as documented is no where to be found.
• The documentation is not matching with what I currently see.
• Typing unregistered labels does not guarantee to force the UI to show the "create" button.
  • How to replicate
    1. Start by creating "Frontend Development" first via search for unregistered labels.
    2. Try again with "Backend Development".

Several people are seeing the same regression in #208844, where the "New milestone" and "New label" buttons disappeared. Until it's fixed, labels can still be created outside the picker:

gh label create "Frontend Development" --color 1D76DB -R OWNER/REPO
gh label create "Backend Development"  --color 0E8A16 -R OWNER/REPO

or POST /repos/{owner}/{repo}/labels with {"name": "...", "color": "1D76DB"}. If even that fails, check your role: creating labels needs write access, and triage can only apply existing ones.
