I'm using Github for Teams and the options mentioned in the title is not appearing to me. Are they beta features?

I have the same issue with Github Enterprise. Any solution?

I've also been pulling my hair out on this. I've discovered that environment protection rules are available on public repos in Pro and Team accounts but don't appear for Environments in private repos. I have no way of knowing whether upgrading to an Enterprise account indeed unlocks the feature for private repos.

This is pretty disappointing. The ability to add wait time before deploying to an environment is table stakes for any CI/CD system.
