Non static/ethereal voice channels

Problem

Proposal

Non static/ethereal voice channels that are removed when no one is in it after a period of time. Like how the channel bots work, you click on the join channel and it "spawns" a channel under the control of the person who spawned it, with the capability for that person to set participant limits, change the name/description move/kick people out, etc.

This can be accomplished currently with bots. At this time, we don't plan on ephemeral voice channels
