Health check support for local sites

Summary

Pangolin currently supports Health Checks for targets in Newt-managed sites, but the same option is missing for targets assigned to local sites.

And this is how it should look. Just like a site using Newt:

Motivation

Local sites should offer the same features as Newt sites. Without Health Checks, it becomes harder to monitor targets.

Proposed Solution

Add the Health Check option to targets inside local sites, just like the one already available for Newt sites.
