Azure Terraform - switch from Access Policies to RBAC for Azure KeyVault #9805

Currently when deployed with the Terraform modules to Azure they Azure KeyVault still uses Access Policies and the recommended mechanism is using RBAC - https://learn.microsoft.com/en-us/azure/key-vault/general/rbac-access-policy |
