Extract the Agent OS from
neomjs/neoas a bounded first move, independently of the long-term topology in D#17247.The open decision is deliberately small:
A possible second repository on this page means the AgentOS Edge, not the Fleet Manager UI, Portal, content corpus, Core, or another product. Those surfaces retain their own authorities.
