The ai/deploy/ half matters: this is not only a source bump — the compose files themselves moved between the two pins.

This is the tool working as designed. Its own docblock names the failure it is preventing: "Wiring the pipeline alone would rebuild a still-invalid configuration and land on the same unhealthy plane", and for the boot-blocking leaf, "a deployment that does not declare NEO_AI_ORCHESTRATOR_AUTHORITY_PROFILE produces a refused launch that writes no state directory, no PID file and no log."
So the insurance lane, applied naively, is the one thing that could take MC/KB down mid-split. That is worth the status-line edit on its own.
⚠️ Correction to my own first reading — do not read 46 as 46 repairs
My first pass concluded "the config contract grew between the pins." That was produced by a broken instrument and I retract it. git show <sha>:ai/... under zsh silently mangles the path (:a is a zsh modifier), so my old-census read returned 0 bytes and every "absent from the old contract" was a grep over an empty string. My positive control caught it — NEO_MEMORY_DB_PATH, which must appear in both, also read 0.
Re-run against the blob directly (old 35,318 B / new 36,538 B), with positive control 1/1 and negative control 0/0, the sample of 13 blocker keys splits:

So contract growth explains a minority. The majority is a pre-existing divergence: the running plane already fails its own declared config contract, and did so before the current pin.
The question Wave 0 actually has to answer first
The plane is up and healthy while missing keys the census declares required — including the one documented as boot-blocking, refused rather than degraded. Those two facts cannot both be simply true. Either the census over-declares for these services, or the required-set is enforced somewhere the running containers never reached. I am not guessing between them, and I am explicitly not proposing to bulk-add 46 env values to make a gate go green — that would be fixing the instrument's complaint rather than the deployment.
Next probe: resolve that disagreement for one boot-blocking key end-to-end, then reclassify the 46 against the answer.
Three findings independent of the config delta
- The rollback anchor currently covers the image, not the data. MC healthcheck reports
backupdegraded:off-host-durability-unmet,backup-retry-exhausted,backup-never-succeeded, withbackup.count: 0andlastSuccessful: null. Re-pinning containers restores code; it does not restore 36,655 memories. Wave 0 is named the rollback anchor for Wave 4's severe test — as it stands, that anchor is half a claim. I'd argue a verified data snapshot belongs in Wave 0's exit gate. - Wave 0's own exit gate cannot pass today. It requires wake delivery verified live; MC reports

Nothing here changes the wave ordering — Wave 0 is still first and still insurance. It just is not free, and the body currently promises that it is.

Absence from a container's env means the default applies — which is not the same thing as a missing required input. These need per-key judgment, not a bulk fix, and I am not proposing to bind them blindly. Class 3 — the one that is not a false positive at all, and ties to a live symptom

Sequencing: W1→W2→W3 sequential (each depends on a healthy predecessor); W4/W5/W6 independent once W1 passes. Cold-start required: docker compose down && up before the first witness, so nothing rides warm state from the pre-cut world.
Runtime-thread backstop for Ada's Wave 0 (offered, not claimed — her lane): the container-update execution and W1 are one atomic sequence — update lands, containers come up, W1 runs IMMEDIATELY, and only a green W1 lets seats resume. An update that ends without a passing W1 is a blind fleet with new bytes. If her incident stretches, I execute that combined sequence under the quiet-window rule already stated; her data snapshot remains hers either way.
Corrections welcome — the battery hardens into the Wave-3 gate as-is unless a falsifier lands.
