Planned breaking changes:

• fetching and linking during at least pnpm i --frozen-lockfile switched to the Rust engine by default.
• Remove v11→v12 git-hosted tarball migration code in pnpm v12 #11482
• Reject unscoped auth settings. fix(config/reader): pin unscoped per-registry settings to their source's registry at load time #11953
• Deprecate using $ in overrides. Use catalogs instead. Related issue: pnpm fetch fails with $ references in pnpm-workspace.yaml #12160

Breaking change proposal: update pnpm/cmd-shim behavior

• fix!: strip shell extensions from shim target name cmd-shim#57

Currently, when cmd-shim(src, to) creates an sh shim of a powershell script (script.ps1) with to having the same basename (with extensions) as src, it produces a new script.ps1 shim that is an sh script with powershell extension, confusing shells about what to execute when calling script.

Giving a shim the same basename as its src is something done by package managers like yarn.

The linked PR strips common shell extensions before shimming by default.

The breaking changes in v12 will be minimal if any. v12 should behave the same as v11, the biggest change will be the full rewrite to Rust.
