Decouple supabase CLI from docker

As I understand it, currently, the supabase CLI only works with either supabase-managed localhost Docker containers or the app.supabase.com project. What if supabase CLI was split into several binaries:

1. supabase-server: runs commands on the localhost server, like start, stop, restart
2. supabase-client: runs commands on the environment specified in .env:

supabase --env=localhost db diff
supabase --env=production migration run
supabase --env=production db diff

What is even the purpose of supabase CLI?
