Add a Postgres linter to the tooling

It would tremendously help with migrations, local development and debugging. One such linter that I found is Squawk. It is available as an npm package.

Given that Supabase is powered by Postgres and that it also values developer experience and supporting existing tools, I believe a Supabase Postgres linter will be beneficial for all, don't you think?
