Establish a embedded safety defconfig

• Targeting embedded use of Xen in a dom0less deployment
  • E.g. all static configuration
  • Adding privileged APIs for using as a DomC (dom0 in a dom0less world)
  • Arch: ARMv8+, AMD x86_64, RISC-V
• Advancing the POSIX interface
• Adding a rate monatomic scheduler
• Add more CI-driven black and whitebox test cases with coverage reports
• Addition of a DEVELOPERS file to support scaling of responsibility

Action - Matt to line out what CI might look like in a new ticket with Xen umbrella (file change and gets access to hardware)
