This PR reverts the erroneous addition of static skills as MCP plugins. As discussed, heuristic guidelines and skill documents should NOT be exposed as MCP tools, as that pollutes the server's core purpose (API/pattern references) and creates massive context bloat. \n\nInstead, the 10 skills have been placed in a root
skills/directory. The masterSKILL.mdandREADME.mdhave been updated to instruct the AI to use standard file-reading tools to access these documents when necessary.
