- switch the example's command-line parsing from cmdParser to usage_cpp
  (cmdparser submodule replaced with usage), preserving its behaviour
- fix bmtest reporting the rx rate as tx (rx_rate() -> tx_rate())
- bw_interface: fix integer division in the rate scaling (1000 / cnt ->
  1000.0 / cnt) and guard against counter resets underflowing the rate
- bw_monitor: cast to unsigned char before isdigit
- ignore the built bmtest binary (the ./bmtest pattern did not match)
- add CI workflows and document the library and example in the README
