Release v1.3.3

- bump throws submodule to v1.1.0
- fix uninitialized members that produced garbage temperatures: node_t
  _temp/_temp_max/_number/_load/_smooth and process_t utime[]/stime[] now have
  in-class initializers
- fix the wrong exception type caught around std::stod/std::stoi: they throw
  std::logic_error subclasses (invalid_argument/out_of_range), not
  std::runtime_error, so a non-numeric mhz/bogomips would have crashed
- guard std::string::back()/front() against empty strings (no_decimals, tck_t,
  the cpuinfo parser, process comm/cmdline)
- guard the process cpu-usage calculation against a zero time delta
- initialize the local in the const temp() overloads (node_t and cpu_t)
- update GitHub Actions (actions/checkout@v5, create/upload-asset actions @v2)
- document the API with a usage example in the README
