Release v1.1.0

- thread-safety: the pending-message buffer is now thread_local, so concurrent
  throws<< from different threads no longer corrupt each other's message
- silence -Wextra unused-parameter warnings in the endl operator
- CI: update GitHub Actions to match uci_cpp (actions/checkout@v5, build on
  push/pull_request, create/upload-asset actions @v2)
