v0.19.6 -- fix Windows MSYS path for stamp + hook

Fix: git rev-parse --show-toplevel returns /c/dev/foo on Windows/MSYS; stamp was written to wrong path and hook never went silent. Now normalised to C:/dev/foo before Path().
