Describe your changes

This relaxes the definition a bit around build environment.

I'm okay with that change, but please note that this change makes the definition different from the source definition at https://reproducible-builds.org/docs/definition/

I suggest that the reproducible-builds.org folks update their definition. This pull request doesn't update the source of the definition.
