lib/clang/22/lib/windows/ extracted from the official clang+llvm-22.1.8-{x86_64,aarch64}-pc-windows-msvc release assets (https://github.com/llvm/llvm-project/releases/tag/llvmorg-22.1.8). Mirrored here so Dockerfile.windows can link executables (compiler builtins) and -fsanitize=address binaries when cross-compiling JavaScriptCore for Windows on Linux without downloading the full ~800 MB LLVM distributions. No ASAN runtime exists for Windows ARM64 upstream. compiler-rt is Apache-2.0 WITH LLVM-exception.
