Dictionaries

The dictionaries of this version were in Git LFS; they are now attached to this release (the same bytes as the Git LFS objects of the tag). <name>.hsd.zst is the same dictionary compressed with zstd, dictionaries.json lists the sizes and SHA-256, SHA256SUMS covers every file of this release, and THIRD_PARTY_LICENSES.md has the licenses of the dictionaries (distribute it together with the dictionaries when you redistribute them).
