debug failing sharing API tests in user_ldap and files_primary_s3

cannot reproduce locally
will skip the test for now to make CI pass

the test

  Scenario: share with user when username contains capital letters
    Given these users have been created without skeleton files:

    When user "user0" shares file "/welcome.txt" with user "USER1" using the sharing API
    Then the OCS status code should be "100"
    And the HTTP status code should be "200"
    And the fields of the last response should include
      | share_with  |  USER1       |
      | file_target | /welcome.txt |
      | path        | /welcome.txt |
      | permissions | 19           |
      | uid_owner   | user0        |
    And user "user1" should see the following elements
      | /welcome.txt |

has been snake oil when running of core installed from git. Here we always have a welcome.txt file as a micro skeleton folder. so the expectation of the test would be to have a welcome (2).txt
When running on QA tarball there will be an other skeleton, with Documents, Photos and ownCloud Manual.pdf. here the expectation would be to have a welcome.txt on receiver side
