Allow BitRise to pass with stuff from external repositories

Actually, if a contributor sends a PR from a fork, BitRise is not able to pass since we remove the pr jobs. Examples:

We can develop some rule to make this PR pass BitRise, avoiding moving the commits to another internal PR
