unable to logout after trying to login when the oC server is in singleuser mode

Steps to reproduce

1. Enable single user mode using the occ command occ maintenance:singleuser --on
2. Try to login as a normal user using the webUI
3. As expected you see an message saying the server is in single user mode and only administrator can login
4. But, if you try to logout by clicking the logout button, you are redirected to the same page.

Expected behaviour

User should be redirected to login page

In a sense the Log out button is not quite the right words here, because the user is not logged in. But anyway, in single-user mode an admin can login. So the button could/should take you back to the ordinary login screen so you can try to login to an admin account, if you wish.

1. set single-user mode
2. try to login as an ordinary user.
3. be taken to the above screen
4. sit at the screen pressing Log out every few minutes
5. take the system out of single-user mode
6. press the Log out button

Yes, step 6 takes you back to login screen. But it you want to login as admin after you have tried to login as normal user and got stuck you should clear website data. And then you will be able to login as an admin.
Also, if you are logged in before the administrator turns on single user mode. And then you try to logout you would be redirected to the above screen.
