PAB-32: document desktop Sentry decision

This PR adds a new documentation file, src/docs/sentry-desktop-observability.md, to capture the current decision and configuration for Sentry observability in the desktop application. It records that Sentry is initialized only in the Electron main process, explains the rationale (main process covers startup, lifecycle, IPC, updater, and process errors while avoiding renderer SDK/DNS exposure), and outlines the missing source-map setup. The document also defines criteria for a future renderer-side Sentry rollout, serving as a reference for the team’s desktop monitoring strategy.
