v0.17.2

skill_report_outcome tool (packages/agent/skills), written 2026-07-13 but left unmerged on a feature branch until now -- metallm's own skill-outcome-reporting rework needs it to build.

  • skill_report_outcome tool + load_skill_report_outcome_tool (packages/agent/skills/src/threetears/agent/skills/tools.py). Lets an agent self-report a skill invocation's success/failure via an explicit tool call, replacing the retired [SUCCESS]/[FAILED] post-response text-marker convention.
