• Add harness scope configuration (.harness-score.json, --scope, --gate) with dual maturity/effective scores and global user-level overlay scanning.

Docs: new Metrics & Codes reference chapter in all five guide locales (en, pt-BR, es, zh-CN, hi-IN). CI and badges continue to gate on maturity (repo-only) by default.
