Numeric Axis width updating, Typescript typing fix.

Good afternoon,

This patch includes an emergency fix for #903. Axis.Numeric will now widen appropriately to accommodate longer labels when its domain is updated.

In addition, Plot.Area now properly draws the stroke over the area, rather than under it (#844).

Plottable should also now be synchronized with the latest d3.d.ts file.
