[Bug]: x-site-origin "on" vs filled in

Bug description

Its unclear what the purpose of the on value does in the environments panel vs an empty value. Both trigger the missing env var error which is confusing.

Steps to reproduce

1. toggle on / off an envar
2. fill in an envar
3. both are required to be correct before the error goes.
