Change characterization of a missing template file as a warning instead of an error. Added function documentation.
The characterization as an error is triggering a series of notification events every time an account confirmation email is sent. As implemented in the BlocklyProp system, rich templates are not used and there is no option to disable them, so this should be just a warning.
