Workflow form tooltips show their text (#414)

The help icons on the workflow form showed nothing on hover. The UI package's tooltips only mark their anchors with data-tooltip-id and the text. The text is shown by one shared tooltip, GlobalTooltip, which the host app renders once at its root, and the Studio never rendered it. It now renders inside UIProvider in web/src/main.tsx. This also covers the package's other anchored tooltips, such as the full text of a truncated label.

Checked in a browser against a workflow whose inputs carry tooltip: text. Before the change, hovering a help icon showed no tooltip element. After it, the input's text appears above the icon.
